Eliminating Statute of Limitations for Sexual Abuse

I recently attended a press conference in the capitol to support justice for victims of sexual abuse.  I co-sponsored Senate Bill 540 that implements the four recommendations of the Pennsylvania grand jury that spent two years investigating the pervasive sexual abuse of children by clergy and officials of the Catholic church in Pennsylvania. The bill would:

  • eliminate the criminal and civil statute of limitations for sexual abuse, assault and misconduct for victims whose abuse happened at any age;
  • provide a two-year civil window to revive previously-expired statute of limitations claims; 
  • provide a six-month delay to the window for survivors who wish to voluntarily settle their claims outside the court system.

I strongly support the efforts by legislators, victim advocates, and victims of sexual abuse to make sure that victims are given the due process they deserve.  For more information, click here.

Tax Assessors Certification Bill Approved By Senate Committee

property assessmentsHave you ever wondered why property assessments can vary so widely among similar properties in the same neighborhood?  When I looked into the issue I found that not all assessors in the Philadelphia Office of Property Assessments (OPA) are required to be state certified assessors.  While the city has taken steps to require certification, when need to have this certification requirement in state law because everyone deserves fair property assessments.

I introduced Senate Bill 217 to require this certification for OPA assessors.  The Senate Consumer Protection and Professional Licensure Committee unanimously passed Senate Bill 217.  It now goes to the full Senate for passage.

Neighborhood Assistance Program Grant Funding

The Neighborhood Assistance Program (NAP) is now open with applications due Friday, June 28, 2019 at 5pm. The goals of the NAP are to promote community participation and collaborations among residents, non-profits and businesses while assisting distressed areas and low-income populations. MTF ProgramGrants Now Available for Transportation Projects

Happy to announce that applications are being accepted now through July 31 for CFA Multimodal Transportation Fund grants. This program provides funding for projects that enhance transportation assets and promote economic development in our communities.

Senator Farnese visits KenCrest Early Learning Center.

I visited the KenCrest Early Learning Center in South Philadelphia last week.  I had the opportunity to read a Mo Wilhems book called “Can I Play Too?” to one of the classes.  It was a great visit and I thank KenCrest Early Learning for having me!

Senior Expo

I will be holding my senior expo on Thursday, April 18th, at 10 a.m. at the South Philadelphia High School. All senior citizens of the first senatorial district are invited to attend.

As always, we’ll have free health screenings, refreshments and a light lunch. Representatives will be available from local and state government agencies as well as public and private service providers to discuss their programs and services.

PA Gaming Control Board to Hold Public Input Hearing on May 6th for Stadium Casino License Renewal

The Pennsylvania Gaming Control Board will hold a public hearing on Monday, May 6, 2019 at 3pm located at Penn State at the Navy Yard, 1101 Kitty Hawk Ave, Building 7R, Philadelphia PA 19112. The hearing will include public comment and gather evidence on the renewal of the Category 2 Slot Machine Operator’s license for Stadium Casino, LLC which is constructing the Live! Casino in Philadelphia.

Property Tax/Rent Rebates Property Tax

Applications for the Property Tax/Rent Rebate Program are now available for eligible Pennsylvanians to begin claiming rebates on property taxes or rent paid in 2018.
